Help with TSI AWD build up.

I'm probably going to buy a '92 Talon TSI AWD in a week or two. I'm waiting for the guy selling it to buy a truck, then I'm going to buy it. Well on to the build up. I'm going to buy the car for $3000, to do this I have to barrow $1000 from a friend. As soon as I buy this car I'm going to put my RX7 up for $2500, but I'll take $2000 if some one offers that, for this plan lets assume I sell it for $2000. The first $1000 of that goes to my friend I barrowed the money from, I plan on putting the left over $1000 into the Talon. Supposidly the clutch is slipping, I haven't driven the car yet so I don't know how bad it is. So my plan was to get a new clutch, probably ACT2600, a boost gauge, K&N filter, and Thermal 3" cat-back exhaust. From this point on I have a decent idea of what I want to do, but I don't know what order to do them in. My ultimate goal is to have this as my daily driver, take it to the autocross on occassion, and to the drag strip on occassion. I'd like to make as much power as possible with out creating tons of turbo lag that will make my car suck at autocross. Theres lots of guides and stages one the internet to fallow but I have a couple of special circumstances that might change this some. First I plan on doing this slowly over a year or two, I'm thinking maybe $400 or $500 about every other month. Second the waste gate on the stock turbo has been welded shut, this makes me want to upgrade the turbo right away. I don't like not having control over the boost and I'm scared if I do all the other mods that are normally done before upgrading the turbo I'll be making to much boost and kill my engine. So am I right in wanting to get a new turbo this early in the build up? If the wastegate wasn't welded my build up would probably take place in this order.
1) The mods I already listed
2) Boost controller
3) New springs and shocks
4) Ported O2 housing, 3" cat, and 3" downpipe
5) New Turbo, I haven't decided which one yet I'm going to start another thread for opions.
6) 550cc injectors, fuel pump, and A'PEXi Super AFC.
7) Front mount intercooler and new pipes.
8) Larger Throttle body, Extrude honed intake, and ported exhaust manifold.
Is this a good plan? If not how should I modify this plan? If I get the turbo right away how should I modify this plan?

Do a search for DSM's on your website search engine. You'll find a few sites that can give you staged upgrades. The reason that guy had the wastegate welded shut was b/c he was using an external wastegate. You'll need a new turbo(stock for now), then you can worry about upgrading everything else. Also make sure your car is running proper w/ a decent tune up & over all check up. Good luck!

Get a good HKS BOV, and I was gonna say a S-AFC but ya got that already looks like your good to go. '92 best year. Good luck.
