Unhappy 1998 grand am wont shut off

Does anyone know the cause of this problem? I have a 1998 grand am, when you shut the car off the engine turns off but the daytime running lights and all the interior lights stay on and the keys will not come out of the ignition. The ignition does not shut all the way off.

had the same problem on a 93 Z71, had to go to an electrical shop and have the wiring harness in the column replaced and the ignition
