Question 1994 Honda Rear Seat Belt Retractor Problem

The rear seat belt retractors pull the belts all the way in and won't let you pull them out. What's the problem? How do I fix it? BTW, I removed the seatbelts as part of plan to gut the back, then decided not to and need to reinstall them.

If I am understanding right, the rear belts are out of the car, and you can't get them back in. The belts have a mechanism in them that if they are tilted/turned when trying to pull the belt, it locks. I had this problem in one of my old hondas, and i had to carefully pull it out while keeping the belt retractor thingy at the right angle for it not to lock. This was a front belt, so all I had to do was slowly pull it straight down (the top bolt was still in). I'm sure those rear belts are similar in how they work.
