Question Front Seat Belt Retractors

When I purchased this 1995 Ford Escort LX wagon the seat belt retractors where in operable and other than the typical heater core leak problem that developed and a possible intermittant fuel pump this seemed to be the only MAJOR problem.

What is the best solution to repairing or replacing these retractors? Are junkers okay or is it better to refurb them ... having Ford fix them would cost more than I paid for the vehicle. Any suggestions for sources of refurbed units?

Thanks in advance.
