99' Ram Quad Cab -I Need Seat belt Help PLEASE!!

I have a 99 Ram Quad Cab with a 318 and have had alot of wiring problems. My windows stopped working- so I ran a 12v lead straight into the switch, and problem solved. My radio stopped putting out sound- so I ran all new wires to all four doors and put them into an aftermarket CD player... problem solved. Now I am stumped! My seat belts will not release from the seats!! I was told that I can run a 12v right into the wiring harness under the seat and it will solve the problem? Does anyone know what color wire on the harness is the power wire? Please help, I cant afford another seat belt ticket!!!
