Seat belt retractor seems to have something stuck in it or isn't working properly to retract or hold an occupant. Is the retractor unit accessed by removing the seat or the trunk liner?

Sometimes the belt gets a half twist in it. So when it retracts that twist, the roll diameter is now larger and it won't fit as much belt back in the retractor. Try pulling the belt out all the way and see if there is a twist you can remove. Pull out the other belt so you will know if this one has been pulled out to its maximum, or if the twist is stopping it from coming all the way out.

I could get it all the way retracted by feeding it down inch by inch but it wouldn't catch. I fully extended the belt and now it won't retract. I'm going to have to get to the retractor device to see what's up in it.

In case anyone cares, I found that the seat cushion has to be removed to access the retractor.
