Salvage but now clearing it up! need help...

Hey Guys my friend is looking at buying a salvaged because he is getting it cheap I mean real cheap. Now he is looking at putting a JDM engine into it. Will this Pass inspection? I heard that when you get a salvaged to pass that you must have all reciepts to have everything cleared up for all parts that you put on the car and the must match whats on the car. All body panels must match vin # or have a receipt. Can anyone else confirm this? Or give me all the steps into making a Salvaged car streetable? Thanks again inadvance!
