Dash lights and power windows help please

Hello all.

I have 2 problems that I can't seem to find out what is wrong.

1) When I bought my car a 91 Lumina APV one year ago I have had this weird problem, During the day my DRL (yes I live in Canada) work like a charm, as soon as it starts to get dark the headlights and taillights come on but.... my Radio light goes off and I have no dash lights at all, Nothing, no dash, heater/ac consol or radio. I have checked the switch to the left that has the dimmer on it and it is fine, it will turn on the head lights but no dash lights, I have taken apart the dash and replaces the bulbs thinking that a burnt out one might cause the whole cluster not to work if they were is series. Still nothing. I have checked all the fuses I can see and they are all fine. The only ones I have yet to check are these 3 black relays to the left of the engine when looking at the engine, they are under the left "bar" and I have no clue what they do.

Also last week it was very cold here (Montreal) and I started the car to go to work, when I got to my parking area I found that I can no longer use the power windows concole on the drivers side, The power door locks work just fine but I can't lower either the driver or passenger side windows from my console. I can however lower the passenger window from the passenger's consol.

Any idea on these 2 problems?
