Question Damn Dead Pedal......

Ok, I've finished ripping out my interior, all thats left is my dash, a pillar plastic, and I have one of my Si door panels on, but I plan to take that off again, I just put it on to see how it would look.

So my question.....Whats up with the dead pedal? Is it suppose to come out or is it rivited in or what? I just sliced around it with a razor to get my carpet out, and man, I bet I found a good 5 pounds of dirt underneath there. So now what do I do with it? It is suppose to stay in and I just put my new carpeting over it? I see no bolts or screws on it. I took off part of my inner fender well to see if anything was in there, but nothing. What am I suppose to do? I'm not in a rush or anything, but I would like to get it out and get it all preped for new carpeting.
