I have a 99 Passat wagon, 52K miles. 2nd time in three weeks that front driver foot well floods when it rains or goes through car wash, floods car and shorts out climate control module, so car is dead. Water seems to be coming in from under the dead pedal next to clutch. Dealer fixed the first time saying drain hole in battery shelf was clogged (and replaced climate control module which was shorted out). Now it has happened again, second time in three weeks. Car has always been dry, never in an accident, etc. Any tips on what might be wrong?

If you had a small rodent living there and the mechanics cleaned and de-clogged the drain, the rodents might have moved back in clogging the hole again.
