4WD engaging while 2WD selected

Posting for my mom again!. My mom has a 99' Grand Cherokee Laredo. She tells me that she uses 4WD full time in the rain and other bad road conditions but not often (she does not off road). She says she notices a difference in sound when it is in 4WD mode opposed to 2WD mode. The problem is she says it sounds like its in 4WD mode when 2WD is selected. This is an itermitent problem which happens usually after startup. I have been told that the Jeep transfer case is engaged by air lines! If that is true please tell me. Ive also heard of a soild linkage kit. If anyone knows where to get this and how much please tell me. Thanks for your time.

PS where did Jeep get the grand idea to use AIR lines to shift the transfer case )
