Unhappy Cigar lighter problem

I have a 1987 Accord DX. My heater motor is shot. I recently got one of those plug in heater defroster that works in the cigar lighter. Problem is that my cigar lighter don't work now neither my horn. I have checked on the fuse and even check the wiring with a electrical thingie. Everything is working but what can be the problem. I need to get this fix so it can be driveable durning the cold until I get a replacement for the heater motor.

What you need to do is buy a multimeter and track the problem from the non-working cig-lighter to find out where the eletricity stops.
