my car is pretty low to the ground plus i have a blk widow body kit so when im goin about 45 or above and hit a dip in the road or a speed bump etc...the bottom of my car hits the street or just about scrapes it sometimes..so i was thinking that hits my downpipe sometimes...but my downpipe looks alright ...

I bet you YOUR ASS that it's your CAT! It's clogged! Mine did the exact same thing and couldn't figure it out. It took spending $400 for a turbo rebuild before I looked at it.

Do what I'm doing and save money: empty the CAT and get an O2 simulator.

An O2 simulator basically duplicates the signal of a correctly functioning O2 sensor in a correctly functioning CAT. When you empty the CAT or install a test pipe, the O2 doesn't read like it should in a normal CAT. This throws a code (most of the time). High-flow CAT's can still clog. I emptied mine and will leave the O2 sensor in, but clip the wires and install the simulator. The car will run better, too when the CEL isn't on.

if you have a '99 car and the cat is clogged, there is something majorly wrong.

Get a turbo and you'll see. The Greddy blue box makes you run VERY rich (it's not adjustable) so a lot of extra fuel gets dumped out. That's why the back of my car is black every week or so after racing. The extra fuel will clog it up like an artery....

i feel the same way but, if he's running a turbo under the hood he could clog up real easy ie.bad tuning and having to much gas (or oil for that matter) getting clogged in his cat. just to check it is better that rebuilding the whole set-up if that is the problem
