Turbo not making boost

I am buying a 1989 dodge daytona shelby with the turbo 2 engine. the car is fine except that turbo isnt making full boost, it used to go to 14-5 psi. My friend owns it now and he said that it just didnt make boost one day and its been like that since. I read on a web page that it just might be a bad wastegate. The turbo was fully taken apart inspected and cleaned last summer by a dodge dealer.

Any help would be nice

yes it is probably a waste gate stuck open or a leaking BOV.

well, that car didn't come with a BOV, so it can't be that.

You're right, the Turbo II doesn't have a BOV. Also, the most the Turbo II can make stock is 14.7 PSI. After that the stock injectors can't keep up. Now to help you out I need to know a couple of things. How much is your max boost right now? Also, does it hit the boost cutout?

The first place I would check is the wastegate.

Well now for some reason the turbo is making full boost, 14 psi. so i think the gauge was off or somthing, btu no there is a different problem the pop up head lights are not coming up. The dash lights are coming on but no headlights, any help would be appreciated.

And actually there is a BOV but dodge does not call it that, it is set up to blow the air right into the air box.

i didnt know if it did or not, but that was the problem on a friends turbo eclipse. he upgraded the turbo and wastegate and ran 5-6psi above stock but used the stock BOV and you would hear the BOV start kicking in before the turbo was compltely spooled....and normally BOV's dont even blow off untill the throttle body is snaped shut.

yeah it says it has a bov but there isnt th typical woosh you know, but does anyone have any idea about the head lights

I'm thinkin' something along the lines of an electrical problem.
And in an earlier post, when it was said that the Turbo 2 didn't come with a BOV, I just about dropped a brick in my pants. A DV maybe, like in most other cars (even your Eclipse).
Here's my understanding of the difference between BOVs and DVs:
-DVs vent back to the intake pre-turbo.
-BOVs vent to atmosphere.

Bingo!

A blow off valve and a diverter valve are two types of shift valves. The DSMs and the Turbo II both use diverter valves. As for the headlights, do the headlights come on, but they simply don't pop up, or they don't come on at all and don't pop up?

So you are making full boost now? What was wrong?

Ok i bought the car and it had full boost back, the guy i bought it from had stored it for about a year and when he put it away he said it only made 5 psi and when we brought it out so i could buy it it worked fine, i brought it to a shop where i used to work at(midwest performance) and he told me the waste gate actuator was probably stuck and just let loose over time. but about the head lights, i am ust bye passing the whole system and i am goign to run off a switch.

Well one more little problem that i noticed today, it seems like the car drops off power afer 4500 rpms and it cuts out at 5000--that is really confusing cause max powere is supposed to be 174 horse at 6000 so??????????

How many miles does this car have on it? When was the turbo last rebuilt? Engine rebuilt? Fuel system gone over? Ignition? Any of these can cause your engine to loose power.

the car has 133000 miles, engine has never been rebuilt. The turbo was totally cleaned and inspected last summer.
