93 Integra cyclic overheating

Anyone have a clue about this? Got a 1.8L w/o VTEC, 200k miles. Overheats, usually while sitting in traffic, but sometimes while doing 80+. Fans work. Did a flush and fill, replaced thermo, and water pump. This helped at first, but now it's back to normal, cyclic overheating with no apparent explanation. If I'm waiting at a light, I pop it into nuetral and hold it at 2000 rpm, sometimes this brings the temp down. Doesn't matter if AC is on or not. No smoke from the tailpipe either. It heats up at the most random times. I can sit at a light after doing 90 for a half hour, sometimes it stays cool/sometimes heats up. Same deal with going slow in traffic. Drives me insane! Somebody else must have experience wit dis?
