Gas Pedal 95 G20

Ok, so while my e30 m3 is in the shop getting a new cat and getting ready for the track this weekend, I am driving my brother's 95 G20 touring (he's on vacation). He tells me that the gas pedal is loose, and can I fix it. Well I put the seat back, and look at the gas pedal, and it is not attached to anything except the throttle linkage. I have been trying to figure out how they were attached in the first place. It appears that the pedal was held in place by some flimsy rubber insulation. Has anyone else had this problem? I simply drilled the pedal and the the firewall (part of the firewall was pre-drilled already) and used sheet metal screws to mount the pedal.
Is this a design flaw or a an assembly flaw?
