Question ferrari Enzo+ primer Q's

I just acquired my Enzo yesterday and when I was reading the instructions I noticed they said adding a layer of White over the primer and under the chosen color...

My question is that has anyone tried this? I mean I use white primer... so... imo it's just adding the thickness to the paint

Another question is that my Tamiya primer ( fine , white. ) has a sorta baby powder effect after 6-12 hours of dry time... I'm not sure if this is normal (first time primer ) What I mean by baby powder effect is that it actually leaves a powder on my hand after touching it...

Last Q: Decals... I'm not clear coating so... should I decal after using compound or after compounding and waxing?

The powder effect may be paint particles drying before touching the body.
Concerning ferrari's painting, you should know all of them have a pink primer under the red.

Yeah I know about the factory primer.. just tryin to get something simular... can't even get bottled white primer... and NT on buying on the web... don't have a credit card

Decal

Wax.

Wax is not a permanent coat so decals should not be placed on top.
