windshield wipers not working properly

delay wipers not working
when set for delay they work as if on low
when turning off just stop where ever they are and not return to home automatically
Is this controlled in the wiper motor or somewhere else?

Under the right side of the instrument panel there is a control box velcroed to the plastic paneling - that is your intermittent wiper control box. It has gone bad. Best bet - junkyard.
