whats the best way to get dirt, grime, and oil off an engine block?

Best way is to have it steam cleaned by a pro.

do not be intimidated by engine cleaning. spray a gentle degreaser (simple green diluted 50/50) on a warm (not hot engine) and allow to dwell for 5 min or so. lightly mist engine occasionally to keep from drying. (unless it is an older vehicle you will not need to cover any electronics (cover open intakes though) just do not spray them directly with high pressure.) agitate with a scrub brush and then rinse. run engine for 5 minutes to dry then apply a WATER BASED dressing to all rubber and plastic with a soft towel (cotton or microfiber). you can also use a steam cleaner but I would not go buy one if just for this.

Believe it or not, Tide laundry detergent is one hell of a degreaser.

If your just doing the block, boiling is the way to go. Open up all your freeze plugs and oil galleries. Those chemicals and scolding water will clean out EVERYTHING, and you'll be ready for a fresh coat of high-temp paint! (after you spray it off) Cost will vary on the shop you go to. Works great but its not free.
