Question Check Engine Light NOT coming on - 1996

I have a 96 Monte Carlo. Just took it today to get smogged and the guy at the smog shop said the car wasn't going to pass because no check engine light comes on when the car is first started.

Any ideas?????

the ecm controls the light. maybe the bulb. maybe a fuse
maybe the ecm

does it come on during lamp test. if not it is the bulb. it is easy to get to , dash is a snap to take apart. I sold a 95 that lite was on all the time ( bad o2 sensor. so i took out the bulb, burned it out by plugging into wall outlet (110v) and put it back in
