1989 Lesabre fuse box?

Hi all,
I am an inexperienced mechanic trying to learn some basic jobs. I am changing my Fuel filter but in order to do this i need to remove the gas from the lines. Im looking for the fuel pump fuse but it is not located in the regular fuse box. Is a relay the same as a fuse? If so does anyone know where i can locate this and any identification it may have on it? I really want to do this project as my mechanic is charging an arm and a leg and i know its pretty basic. Any help on this subject would be very much appreciated!!

P.S Is there any other way of draining the fuel lines?

fuse located behind right side of dash next kick panal
