We have a 2000 Taurus. I found this in the owner's manual. It may help you. It worked for me.
Have remote{s} ready. Have doors unlocked. Turn the ignition switch from on to off, 8 times quickly{without starting vehicle}.
After the 8th time, the doors will click to lock. Immediately push any button on the remote. Repeat for additional remote.

This procedure works for 1998 + Taurus models:

Cycle Ignition from OFF to RUN 8 times within 10 seconds, ending in RUN. All doors will lock then unlock to confirm programming mode. Press any button on 1st remote transmitter. Door locks will cycle to confirm programming. Press any button on 2nd transmitter ( up to 4 transmitters total possible ). Turn ignition to OFF. Locks will again cycle to indicate end of programming mode.

I have these remotes available in my Ebay store.

Hello i have a 2004 ford taurus and i have tried this procedure to program a used keyless entry remote and it doesn't work.

When i turn the car on and off 8 times, the car doesn't lock it self ?

Help is there a fuse that blown that operates the programing?

The power locks work when you hit the lock button inside.

When all else fails, check the owner's manual. If you have the owner's manual for your car, check out the procedure which starts on the bottom of page 78. If you don't have the owner's manual, you can download the PDF here.

It does work, i got a remote form a 98 escort at the salvage yard. it worked on my 01 Taurus and then i programmed it for my wife 98 escort. now when I press a button it operates on both vehicles at the same time.
