Oxygen Sensor

Will oxygen sensor cause black soot to come out of tailpipe and not idle smooth on 95 Blazer?

Yes, but you should have the SES light come on. Might be a dirty EGR valve, or maybe the central fuel injector going bad. These parts are not cheap if needed to replace.
