Golf 89-90 engines time

I have this golf 98-90 and for some reason i cannot get start .. the mechanic said its a engine time problem. But it has no marks where i can see where to put the time weel. Can some one tell me how do i know when the engines time weel its in good position or if i have to tke the engines time in both weel (top and bottom). I also try oving the icnition cover but stil doesnt start. Help me!
