Angry Low beams won't turn on

2000 GT. started out when you tilt steering up lights come on. tilt down they go off. Ah, must be short in wiring harness. Dealer installed new harnes ($623.00) easy but expensive fix for them. About 3 days later did same thing. Checked(and replaced) fuses, DLR and relays. still no luck. Dealer wants to put in new ignition (around $389.00) Someone help me before I dump more into this problem than what this car is worth. For a $1K I could hook up a toggle switch and run a direct wire to the low beams and and then be able to drive this car at night again. works on my sand rail!!
Thanks Dan
