most likely the spray from the "N-tercooler" from nitrous express that is on the car.
i've not seen the movie, so i'm not sure. i know that the skyline in question used to have a purge that went out the side of the front bumper as well...

That was supposed to be the nitrous purge system. Realistically, it was probably just compressed air, as a car probably doesn't need to have two purge valves that goes off constantly.
