Consequences for not popping your hood

I don't know the laws in other states but in San Diego if we get caught street racing we get a hefty fines and possibly get our cars taken away. About five months before I deployed to Iraq I was in San Diego(CA) and I just got done etching a SI. A cop pulled me over and after checking all my info he tells me to get out and pop my hood. Can someone tell me the consequences if I don't pop my hood, or do I have the right not to pop my hood, because it will save me the money and time of getting my headers and all my mods taken out because they send me to the REF. What are your suggestions?

he would just be doin you a favor by taking that extra header you got under then out for ya.

i can see a lot of consequences if you dont, cause that would be like pleading guilty to have illegal not carb exempt parts under your hood and then you would still lose your parts.

This sorta thing happened to my friend with his '70 Camaro a while back. He got rolled in his neighborhood for loud exhaust. All he did was move his car for street sweeping or some shit and the cop nailed him.

Anywho, from what i've been told legally the cop cannot force you to open your hood with out having to call in a supervisor first, like a Sgt., But he did anyways not knowing this rule. He got ticketed a 'fix-it' ticket for not having stock smog equipment.

I know, cars '73 and older are smog exempt. But by law they still must remain stock with all the right parts still there. And get this it all has to be functioning and be able to pass smog still... Yeah its a pretty bunk law.

So instead of paying the fine and going on his marry way, my friend spent $800 on parts he didnt need to spend on. He later found out that he could of just paid the fine and been done with it. Oh well live and learn.

Funny thing is, the car actually passed smog. And people call our cars polluters hehe.

So there is really no law saying I have to pop my hood. As long as I don't get caught racing. I know it might say I'm guilty but if it works by telling him to have a sergeant come, he might get lazy and just give me a warning or something. Can I show him my legal smog sheet from the REF do you think that will work?

I just waist a lot of time and money by going to the REF getting my headers taken off, rechanging my compression, shit like that just to go to court and the judge saying did you get it smog checked and of course I say yeah. Then end up paying another 10 bucks for the court's paperwork. I don't get any points taken off my license or it doesn't go on my record.

IS THERE ANYTHING LITTLE SECRET I CAN DO TO MAKE IT LEGAL WITH MY HEADERS INSTALLED, ALONG WITH MY MODS?

I guess, using all parts that come with C.A.R.B. #'s stamped on the part. Then it'd be legal 100%.

put your stock heat shield over the header, most cops won't know the difference. for the most part, not complying with a cop's request will get you in deeper shit. TRUST ME on that one
