Running Lights Work, Night Lights Don't

My 1999 Suburban Headlights are not working when switched on. The Running/Driving/Head(whatever you want to call them" lights are working, but when switched on for night driving the headlights go off. The R/D/H lights work if the switch is off or on parking lights.

Any ideas? Is this just a problem with the "switch"?
