How to program remote keyless entry?

My car has a mind of its own. It is a 1996 Chrysler Sebring JXI Convertible. It's been to Chrysler 5 times, and it still continues to honk by itself. I lost both of my keyless entry remotes that came with the car. I found it today. The batteries still work. The serviceman at Chrysler erased all the remote keyless entry modules from working on the car with this little machine that plugs into this slot in the drivers footwell area. Does anyone know how to program it back into the car? It has only two buttons on it, lock and unlock. I don't want to take it back to Chrysler, because they are going to charge me for the diagnostic test again. Thanks!
