2006 Police Interceptor wont start!

I am having a terrible time with my Crown Vic. I was going down the road and it just died....rolled into a driveway it wouldn't start. The throttle actuator was making a fast clicking sound.

Some funny things going on here. First, the odometer reads "------" when you try to start it...it will turn over but not start. Also, my instrument panel warning indicators come on and go off randomly. I replaced the ECU no help there.

I replaced the throttle also, and it still won't start. However, if I remove the throttle actuator connector, it will start and idle, because theres nothing to control the pedal with.

You cannot read the computer with that plug hooked up but you can when it's unhooked. Im really having a time figuring this one out. anyone have any ideas?

I'm not too familiar with the drive by wire models, but sounds to me like it might be an electrical problem stemming from whatever you are disconnecting.
