TDC for harmonic balancer?

I'm about to change out my harmonic balancer and have been reading some sites that tell you have to put it at TDC and other sites say "no" unless your messing with the timing belt. I have a 2002 dodge neon. Any clarification is thankful?

Just pull it off and put the new one on. Why are you changing it?
