Radio Clock Always on?

Before, the radio clock would turn off as soon as i put the ignition switch to LOCK. Now it ALWAYS stays on. 24/7, If i remove the fuse from the I/P fuse box, it will still stay on. I have to remove the fuse from under the hood fuse box to turn it off.

any ideas?
