02 protege side marker/parking light issue.

I just bought a 02 protege for my girl. I just noticed the parking light and side markers aren't coming on. I checked the bulbs they were burnt so I replaced them still nothing. The headlights come on as do both front and back blinkers, and reverse light works to even the brake lights. Dui I'm guessing its not a fuse( assuming they run off the same fuse.) The rear parking lights, front and back side markers, and liscense plate lights won't turn on. Im guessing maybe a short in the steering column but im not familiar with the electrical aspect of it. What do I look for? What am I checking for? Is a short a good assumption? and could it still be a fuse? Thanks.
