96 grand cherokee limited
can't get to pass inspection....there is no engine light on........the scanner says no communication......help.....

so if the voltage is not enough is it the batt. or the ecm itself?

EMC itself. Check the owner book to see if there a fuse for it and change it or take it to some one to change the EMC itself
