bulbs and such
usually when a turn signal blinks rapidly, its a sign that one of the bulbs has burned out or has lost a connection. what is likely happening is that one of your bulbs has a loose connection in the socket. Pull the bulbs and make sure that the connections are clean and free of rust. I dont know how your check engine light "burned out". The light can go on and off if the computer has set an intermittent code. The "bulb" is generally an LED which is a solid state component. They usually dont blow out. replacement would require removal of the gauge cluster.
