hide-a-way headlamps

so heres the deal..1988 sunbird gt with hide-a-way headlights.Turn the lights on,and pass side opens up fine,the drivers side lights up but wont open the headlight brow unless I open the hood and turn the little knob on the top of the light door.When I then go to shut the lights off,both go down no problem.Can you please enlighten me as to what I need to do to get them both to open when the lights are turned on?Any help would be appreciated greatly.Patrick
