No Instrument Panel Lights

I have a 1999 Oldsmobile Silhouette in which the instrument panel lights do not work. I have checked the fuses and the bulbs, all are good. The instrument panel intensity control switch also functions as verified by observing the lights on the radio. Does anyone have any suggestions? Thank.
