vehicle road noise

Good day eh,
My problem I am having is this, I have a 1999 Windstar and the noise I get starts getting real bad is at around 60kph but when I reach 90kph it seems to lessen substantially. I did replace the left outer tierod end because there was alot of play but I still have the same problem. I should also state that the steering "grabs" especially when it is cold, it only grabs when I turn the steering right, turning it to the left is no problem and no noise. I did the swerve test for the wheel bearings but I didn't notice any difference. Thanks for the help.
This is an after thought, would the tires make the noise, the tread is wearing down significantly.
