I have a 1995 E150 it is running hot so I have change T-stat and water pump. but it is still running hotter than normal. Should you see flow in the radiator when cap is removed with T-stat in? And is 192 deg. T-stat to high?

All new vehicles now have to run normally high (to about 108C) due to emissions. Check your clutch fan, at the front of the engine to see if it is leaking fluid at the front of it. If it is, replace it. Also make sure you have no air lock in the cooling system.
Yes, you should see flow across the top or the rad when vehicle is hot. That confirms that your stat is open.
