Do you really need a ECU, or control module?, see Google Ads at the bottom of your thread.

Most shops, just replace the ECU/PCU, they should beable to bench test!

Check fuse 15 under the hood (engine) thats where the data link connector gets its power.

the issue has been solved, read all the other posts; has nothing to do with the data link connector.

Mikefaster, I have a 1999 dodge caravan sport. It has a little less than 100,000 miles. It was running fine and I parked it for a few months in the garage. I had to jump start it to get it out of the garage and move it to the driveway where it sat for another several months. When I went to start it again it was dead. I got a new battery and it would turn over but not start. I had it towed to a local mechanic and he not only did he somehow damage (pretty sizable dent) the the back side of the van ( and not admitting he did the damage) but he said the van was not responding to the computer diagnostics at all, he said the computer was fried. He even showed me that the van computer would not communicate at all. Do you have any recommendations? Thank you for your time!
