Hey Phil, I used the Pegasus 23" tires that really only measure out to barely less than 21" tires.

Width:
I sliced the fronts and took out about a tread width to make them narrower. The rear tires were left alone for width.

Diameter:
These were not more than 21" although they said 23". The fronts fit on to my 21" wheel with a little encouragement. For the rears: I put them in my dehydrator to warm them up and then really stretched them out and fit them over the rear 22" wheel.

Although not the advertised size, I am super happy with the Pegasus tires.
