It might of been certified as new when she bought it used from the dealership.
File a complaint to who ever listens with the news, better business, customer protection. What <year> <make> <model>, and dealership? |

Talk to the General Manager, if no resolution file a lawsuit in small claims court. Just getting served might be enough for them to reconsider their position. Good luck, that is probably one of the most absurd things I have ever read,
