I have a 97 GC Limited and I also cannot find a drain tube under the car anywhere. I will try the drill a hole and poke a wire and see what happens

Drilled the hole and wiggl;ed a wire and blew some air in there fropm my tire inflator and now have water dripping out of the bottom of the car. Still have some seepage around the drain via that thru the firewall sponge type gasket. Have dried it out and applied a silicone sealant to what area I could reach. Will check back and let you all know how I made out.

On my 1995 Grand CHerokee I followed YtseJam454's four step process, but step 2 was a bit more difficult. The drain would clear temporarily then clog again, and again.... I had to use compressed air for 30 seconds 8-12 times. I also used a wet/dry vac to suck out water from the drill hole. Using a wire to clear I found that I could push the wire up about 6" and up/left about 4", and straight back through the hole for 6+ feet.? The compressed air repetitions ultimately cleared the clog.

Trying to help my mom wit same problem in 95 GC.
