Question Wagon rear air adjustable shocks

I just installed 2 new factory original rear air adjustable shocks on my 96 Roadmaster Wagon. After letting it off the jacks the wheel arch was about 1.5" above the rim (seemed to about the correct height), I replaced the air compressor fuse and nothing hapened so I presumed that the ride height was within limits. Later that day I heard the compressor running so at least that seemed to be working. A day later and the shocks have lifted the car too high, 25 inches from road to wheel arch, showing most of the tire and giving me a very bumpy ride.
Q1.. is there a procedure for finding the 'zero/mid' point so that the car knows where it is to start with?
Q2.. is there a seperate fuse/system for letting air out when it needs to lower the body?
Q3.. how do I make it work like it should???

On the upper trailing arm on the passenger side is the sensor for the Load Level system. As the rear of the car lowers, the switch is activated and turns on the pump. If your shocks were bad, someone could have altered the setting on the switch to shut it off. Raise the rear of the car and crawl under and look for the switch. You will see how it works.
Q.2
Once it is set correctly, it will lower itself. When it lowers, it just bleeds air from the shocks
