Exclamation To Swap or not to Swap

Ok here's the deal. I have a 93 Prelude Si that has the non-vetc H-23-A engine. And of course in the quest to go faster and quicker I have decided to start modifying it. Now here’s the tricky part. Should I start modifying the H-23 that comes standard with about 168 BHP going only as far as Headers, Cat back and reprogramming the ECU chip and of course a cold air in take which all in all might get me into the 180 + change range OR should I drop in a H-22 vetc, which alone produces about 190 BHP. And then add the same goodies that I have mentioned above and take it to 210+.
Another question I have is just how fast is the Prelude Vtec from the Si to 60. I think they both have the same 0-60 time the only difference is that the Vtec has a better top end speed. Comment? CVan some one help me out?
