HIgher RPMS

What all is involved in getting my H23 into the low-mid 7000rpm range? The stock rev limit is 6200(i think) but power drops off at 5800, how can i move the power band up about 800-1000rpm? ALSO i plan on going turbo in about 6 months so if you can take that into acount id really apreciat it. Thanx for the help
