Why doesn't my cruise control work?

I recently bought a 1999 vw passat... when i drove it home, i tried to set the cruise...i got nothing...so my husband and father were checking the fuse panel and noticed there wasn't a fuse in where the cruise control fuse should be...so they tried to put one it...wouldn't go in...and they both seem to think that theres nothing for the fuse to plug into, weird..yes, ((my dad has been working on cars for 30+ years)) so i trust him, it does have the cruise control module and the button to set it so i know its got it... i just don't understand why the fuse wont go in...or if theres something else wrong...my dad is even stumped which really surprises me...any advice would be greatly appreciated... its a 1.8 liter turbo, idk if that has anything to do w/ it or not...thanks

i dont know how to move it...i just got on this site today...i dont even know how to get to the other questions..

Moving this to the VW Passat forum as it really could be answered there better.
