I think I have a burnt ring

Well I checked the oil yesterday and it was like barely on the dipstick. Then I got to thinking about my muffler tip being covered in oil on the inside. Then it hit me. I have a fucked up ring. Now I dont know what I should do. I could put my head on my old motor or could rebuild this one. Any thoughts on which would be easier? I know which one is cheaper.

I was told that the motor I put in had new rings but either the guy lied or he fucked them up somehow.
