99 gtp strut mount bearing

Just bought a 99 gtp. 87,000 miles. Whenever I turn the wheel left or right, I hear what seems to be a rubbing/squeaking noise? I know the previous owner replaced the front struts but I was told he didn't replace the strut mount bearings.

Is this causing the noise?

Welcome to AF.

Is the noise there while turning the wheel in a stopped position or only while in motion and turning the wheel?

Although replacing the upper strut mount and load bearing a good idea when replacing struts it is not mandatory if they are in good shape so that would be understandable.

It is most noticeable when the car is stopped or when making a tight turn at slow speeds.

It is possible it could the upper strut mount and load bearing. Your options would be to either replace them outright or you can try removing and lube with silicone grease. Either way the strut assembly will have to be removed from the car and a strut coil spring compressor needed to get the upper strut and load bearing mount off. If replacing it is highly recommended to use the OEM GM/AC Delco mounts only.
