It's different for every company but basically it's just a description of how upgraded the engine and turbo system is.

For an example, the hahne racecraft kits for neons.http://www.hahnracecraft.com/auto/neon/neon.htm

These come in stages 1 through to 5(note: this is just for hahne kits, other companies may only have less that 5 stages or they may have more, it varies for each company).

Each kit gets progressively more indepth, and progressivley more exspensive. Stage one produces up to 225HP and requires no engine or drivetrain upgrades(although a new clutch is recomended if yours is slipping).

Stage three produces 325HP and requires some internal work, in that it requires you to upgrade your rods and pistons to withstand the extra boost. It also calls for a stage 3 clutch.

So in a nutshell the stage number just indicates how extensive(and again exspensive) the upgrades are.

All this is because of added boost pressure; ie. adding 1more atm. of pressure could be stage 1, to the car's stock 9atm pressure.
